Overview
Centuries ago, Alfheim was founded and claimed by a newly formed high council of Elves. It took years after the land was claimed for the government to be properly established and for the regathering of the people. The High Council sought peace from the outside world; man, religion and other governing areas. The country was formed for all Elven kind but the darker brethren wanted more. They sought another war, this time within their own lands and with their own people. Defeated and banished, Dark Elves scattered and fled into shadows of Earth. Laws became tighter and the Elves completely closed themselves off from the outside world for centuries.
Government
The land is led by a council of elders. Though they may not be individually stronger than the rest, together they are the wisest and can be a true threat. The council rules as fairly and peacefully as possible. Every few centuries, the elders gather together to nominate a new member, depending on need. This new member is then taught what is needed to protect their people. The process is not short. Centuries in advance, individuals are observed. It is custom that a new member is also older than most of the people in Alfheim. When a previous elder member moves on, the representative chosen takes his/her place and the process continues. The new member becomes the voice for the council. The choice is made on skill, ability to learn what is needed and personal character.
Recently, there has been a replacement. The “Voice”, as he calls himself, was being observed long before the memory gap on Earth and Disparatus but was in charge come 2321.
There are few actual laws in the country of Alfheim. The High Council of Elders rule as an oligarchy would. They are the elite. They have the means to use power that the rest of the country does not for it would be against the laws. The council is not tyrannical but does hold complete control over decisions and the military.
Laws
- Dark Elves are banned with no questions asked about return. They will be shot on sight within the land of Alfheim.
- Outsiders are not permitted unless brought in by military or council members.
- The taking of another elf's life will be punished by death.
- Small crimes such as thievery, desecration of religious monuments, areas or documents will be punished on trial-trial basis.
- The land is sacred. Respect what is given and what keeps all living.
Military
Alfheim military should not be underestimated. Though under strict control of The Council of Elders, the army itself still has a high general.
